To truly find the Developer Room, head to the Sanctuary workbench, turn around and you should see a yellow house with a busted fence. Go through the hole in the fence and keep moving forward through the second fence hole. Ahead of that should be the Developer Room door pictured below. Grab the items inside and have fun.
